With about a week to go for the summit, the answer seems clear - As happened at the WSIS 2003 summit, Wifi will be available...but at a prohibitive cost for NGOs and civil society to use. For those who don't remember, the cost in geneva was approx 300 USD for 3 days of access!

What to do - the choice is clear, NGOs should mobilize and act to create their own wifi network. If NGOs will be having panels and sessions at the Kram centre about teh very subject, then it would be easy for them to put into practice what they know how to do so well.

I will then issue a challenge, NGO groups and civil society experts coming to Tunis should work together & collaborate to deploy a free wireless network at the Kram Centre. That NGOs have to setup their own communications infrastructure (ie. free wifi) to be able to participate in the WSIS itself is a point that should be made. Let's make it happen.
